Family Shared Plan Tethering

I was looking and wanted to confirm.  If my family switch to a mobile share value plan, (4 phones, 10GB of data for $160) does that include tethering on each of the 4 phones (so max of 20 simultaneously tethered devices)?  I know the fine-print says "Tethering and mobile hotspot use is allowed for up to 5 simultaneous devices", but historically tethering has been a specific add-on.
