FIXED: So yes WiFi calling is available in Peru. After chatting with a couple customer service people and eventually with a specialist we tried everything they could think of, last resort was to factory reset my phone. Ugh, but after backing everything up I noticed in the settings there is "Reset Network Settings". It is in Settings> Personal> Backup and Reset> Reset Network Settings. This just reset all passwords and settings for all my networks. After doing it wifi calling worked right away. I did have to reenter my wifi password and turn everything back on or off (I wanted my airplane mode on since I'm out of the country). I did have to reset it again as the wifi calling quit after 10-15 minutes but after the second time I have been good to go. Calls are great. I can send texts but haven't been able to receive, I think that's my weak Internet more than anything. I can check my voice-mail and everything. Happy with the quality of the wifi calling service and the customer service I got with the online chat at AT&T.
