Cannot add data package

Dear Customer Service,

I have a AT&T go phone with unlocked phone with $60 plan (unlimited calls, text and 2GB data). But on this I also know that I can add data package if needed (this is there written on plan detail) but I cannot add the data package even when went to AT&T store. Can you please help.
