It is as simple as toggling it off, yes.
She will still be able to use true SMS, but if she has an iPhone she will not be able to use iMessage (acts like SMS but has a "blue bubble" instead of a "green bubble". Some services like MMS, and Visual Voice Mai require cellular data to be enabled to work, althgough you are not billed for the data use for MMS. I'm not sure about other phone types, or apps.
