AT&T retired teh unlimited smartphone dat aplan before the hotspot feature was available on the iPhone.  Since the plan was retired before that feature was available, the plan was never updated to allow it to use that feature.  Keeping a plan that was retired over 4 years ago does have its drawbacks, and this happens to be one of them.

 

On a side note, one of the reasons why AT&T might not have allowed the hotspot feature is because it would drive data usage much higher for your account adding extra burden on the network infrastructure without any additional revenue to help offset that cost.  Customers on a tiered data plan can use the same feature, but if they go over their data allocation, they will pay more for their data usage.  Benefit of grandfathered: flat cost no matter how much data you use, drawback of grandfathered: you can use all the newer features because they weren't available when the plan was retired.
