They were "Throttling" my data to give me slower data speeds. AT&T claims that they sent emails and text messages to customers that once they pass a certain amount of data, their speed was turned down.
I never got one email or text saying such.
As soon as my contract is over, good bye AT&T forever.

I can't explain your speed increase after changing plans but if you never got a notice that you were being throttled, you probably were not being throttled. If you have been reading the news stories about throttling of unlimited data customers, you would know that when throttling is in place, download speeds drop to 2G speeds. If you were getting anywhere close to 3G speeds, then you weren't being throttled.
One possible explanation for your slower data speeds would be if you upgraded to an LTE device but never got your unlimited plan changed to the LTE equivilent.
