There are several possibilities. Metro may limit your usage to 2G/Edge or 3G speeds, or may limit you to a very low data usage cap at all. Metro may be "buying in bulk" from other carriers, then re-selling to you at a profit for themselves because they buy over 250GB of data and get a great deal, then can re-sell it to you in much smaller chuncks and still make a profit. If you sign up to buy that much data from AT&T I bet you could get similar rates. Metro my be dealing with multiple carriers, and offering you a "blended deal" where which carrier used depend upon who gives them the better deal that month.
You can get relatively low rates with AT&T as well, but you need to bring your own device (much like you needing to provide your own device with Metro), you sign-up for a Mobile Share plan with 1GB of data for $50/month or $65/month for 3GB (based on current rates). With either of those plans, you get full LTE speeds is your device supports the AT&T network. As you buy more data, you get lower per/GB costs.
