AT&T would tell you that yes, their definition agrees.  They do not limit how much you can use.  In fairness to others, they may limit how fast you can use it, but they still do not limit how much you can use.  They do not limit the number of bytes you can use, or the amount you can use.  They may limit the speed at which you can use it, much like driving your V8 mustang through a residential area will restrict your speed to 30MPH,  unlike highway driving restricts you to 70MPH but neither restricts how far you can drive your car, just how fast you can drive it.  Before you claim the "without any limits or restrictions" clause, keep in mind that the speed is not what is unlimited, it is the volume of data you are allowed to use.
