at&t network or phone?

ok so I have the unlimited data plan on my HTC m8 and its stupid slow videos won't load and internet is slow as well. It's litterally play 1 sec buffer play 1 sec buffer etc. Is something wrong with my phone or is it AT&T network I currently have 3 bars of 4g lte and this is the results of a speed test.

Not even 1mb download..
