You can try this, turn mobile data off then back on see if that works. Possible just having an issue using mobile data. Or create a new apn and use those settings. Possible the software pointing to the apn are corrupt. as a last resort you can backup the phone using samsung kies (takes about 45-60 min) factory reset the phone then use kies to restore. Ringtones, Alarm tones, and purchased apps will have to be redone separately but it will restore everything else
