I went back to the Device manager app from Google play store. I was able to use it to locate my phone from my Samsung tablet, and visa versa.
I was also able to locate my phone from my iPad air, using Safari to open Device Manager.
The problem seemed to be I hadn't activate Google location services in the Google settings on the phone and tablet. I selected location for "home" to be determined by my wifi, it then verified my wifi network and password.

Unfortunate that it takes two apps to do the job, but at least they are free and they work.
(Just like Find my iPhone, you have to enter your sons Google account and password into the Device manager signin in order for it to locate the phone )
