GPS services themselves do not use data, but most apps that are GPS-enabled do use the data — and not just the navigation ones. As  indicated, there are several navigation options for Android (and I'll add Nokia Here Maps to that list) that have a completely offline mode. There are iOS apps as well, but I'm not familiar with them so I don't know if there are any that are completely free (maps may need to be purchased). So the best option IMHO is to use an Android phone, preload the maps before the trip and turn the data off.
