Erroneous messages of International Data Roaming charges

I'm a very atypical "customer" who's only in the USA 4-6 weeks a year. When abroad, most of the time my Int'l roaming is off as I rely on my local mobile for most anything, but leave my USA number active so my relatives can call a local number where ever I am, mostly China, and Thailand these days. I typically sign up for a data roaming pkg, even though I still view them as a gouge, not truly reflective of AT&T's costs, but still an improvement over the absolute Obscenity of Int'l charges incurred without a pkg. Anyway, the last 2 times I signed up for a Data Roaming pkg. (Bermuda in Feb. & 1 week in Apr. in HKG) both times for periods spanning only a week to 10 days, but overlapping my billing date, so ATT feels justified in billing me for 60 days coverage instead of the actual period of use. Legal perhaps, but deceitful and never to the benefit of the user. Also when you go over your purchased allotment and then upgrade to the next higher package you (or at least I) continue to receive usage alerts from the original pkg. or that I don't even have a pkg. and your "data use is very high, Please contact AT&T" but no confirmation that I have upgraded. Then when calling support, they can't access the actual billing data, when it overlaps a billing period. So, for a company whose business it is to provide data services, they can't provide you with the most basic information. As sad as it is fustrating. 

Compare this with the services I've received in Thailand, (China sometimes), Germany, Bahrain, Qatar, Saudi Arabia, and Singapore, where the services have mostly been superior in service and always in cost.

I don't expect a solution. I represent sucha small portion of their customer base they could care less whether or not I'm satisfied.
