why do apps fluctuate ?

I shut my apps off next thing i know they are back on .
Then i clear data the data reapearrs and so i continue to clear data .it is frustrating
do i contimue to clear data or leave it go
and why do apps do that? only two facebook and google play services i leave my messenger app on it don't fluctuate weird
