The terms of service allow you to have unlimited Internet access on "your device", not all your devices. I'm sure you understand that everyone would love to have free internet service at hoem too, but that is not a viable business plan for any company that has shareholders that expect the company to make a profit. For your "silver lining" you can look at the fact that AT&T has currently offered "double the data for free" on the 15GB and higher Mobile Share Value Plans. (which also allow you to use your hotspot to access that data). This means that for only $130/month (plus your device charges) you can use up to 30GB of data at the full speeds accessible.
