You can complain all you like. It will do no good, here or on another forum.
There are no unlimited data plans that allow tethering. Before you dispute that, do your homework. The networks that allow "unlimited data" also throttle data after 2 or 2.5 GBs. Others do not offer mobile hot spots.
As for AT&T making the rules: Yep, so did every other carrier and they all say somewhere in the fine print that they have the right to
1. Change the terms of service.
2. Discontinue your plan if you abuse your unlimited voice, text or data plan
Check the online customer agreement 1.2 and 1.3
