Paying $10 for a non-functioning service makes no sense to me either. I am a parent also, I can share what I have done in the past.
I showed my boys how to monitor and curb their own data. (ATT all access app) By restricting most heavy use to wifi only.
I put data limits warning on my phones and on theirs also.
If I get a warning, the "data hog" gets a warning too. If he or she fails to curb data use, I have mobile data turned off on his phone until the next month starts. Even the worst data consumer doesn't want to have this happen. It is a lesson that will be learned the first time you cut him/her off and will not need to be repeated for the other kids in the house.
Worked for me. ☺️
I can also recommend Life360 in place of Family Map, which also doesn't work well.
