If your voice and SMS is not working properly, that is not related to your data speeds.  Voice calls and SMS do not use your data connection.  If you are having problems with voice calls and SMS messages, then you might have a hardware problem with your phone, or it could be an AT&T tower issue in your area.

 

I did notice that further down in your messages you comment about iMessage (using an iPhone).  That is an Apple service that is tied to your data speeds, and it can be turned off so that you revert to using SMS which will not be impacted by the data throttling.

If you change your plan, to one of the tiered plans, you will not get throttled, but you will also be billed based on how much you use.  If you stay within the limit that you sign up for, then you pay no extra, but if you occassionally go over that limit, you pay for the amount you go over.  I like to think of it like your old land-line telephone, your electric bill, and your gas bill.  You pay for what you use.  The more you use it, the higher your bill will be, just like all the other utilities. Having the benefit of paying a set fee each month means that if you exceed a threshhold, that you get throttled so that the customers who are paying for their usage based service can still use it.  A few months back, I made the decision to move my iPhone and my wife's iPhone from our old "grandfathered unlimited plans" to a new Mobile Share plan.  My wife started getting throttled every month near the end of our billing cycle, so I moved us to theis new plan that not only saves us money, but it also allows her to use more data without being throttled because the two phoens combined still use less than 10GB of data each month.  Granted, when it comes time for use to get new phones, our bill will go back up to about where it was before if we sign new contracts, be we have other options like using AT&T NEXT programs, or buying our phones from other sources to get them leaving our bill where it is right now.
