If you have a mobile share plan, you are not only eligible, you are automatically enrolled. Any other plan (grandfathered) is NOT eligible. It starts tomorrow, Jan 25.

Sorry there is no way to set a limit. However, whoever owns the account can turn data off for any line on the account. If you own the account, you can turn his data off when he reaches 15 GB.
